Mission and objectives

UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD agenda, to improve the lives of adolescents and youth, and women, enabled by population dynamics, human rights, and gender equality. In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person: 1.) Ending unmet need for family planning 2.) Ending preventable maternal death 3.) Ending gender-based violence and harmful practises UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

Context

In line with the Strategic Plan 2022-2025, the UNFPA Angola Country Office (CO) has been committed to innovation and digitalization. In this regard, the country office has launched, in recent years, several projects that aim to promote Sexual Reproductive Health and Rights including for adolescents and young people, especially girls and women across the country. Some of the projects received regional and global recognition, placing CO in the spotlight as one of the most innovative offices in the region. CO plans to continue consolidating its innovation culture to support the achievement of the three Transformative Results (3TRs+1), with a focus on programme management, girl’s empowerment, and Family Planning. UNFPA is seeking candidates that transform, inspire, and deliver high-impact and sustained results; we need staff who are transparent, and exceptional in how they manage the resources entrusted to them and who commit to delivering excellence in programme results. Task description

Under the direct supervision of the UNFPA Resident Representative, the UN Volunteer will undertake the following tasks:

Programme Support:

  • Contribute to UNFPA’s innovation priorities in several ways, including strengthening the innovation and digitalization plans; supporting the scale-up of innovations; forming partnerships; strengthening financing for innovation; and expanding the communities and culture for innovation;
  • Propose innovative solutions to ensure quality support to obstetric and neonatal emergency management and to menstrual health management (MHM). The Innovation Associate will work closely with the CO team to contribute to the efforts in the conceptualization phase and in the development of strategy documents for domestic resource mobilisation, particularly from the private sector, to increase the financing for innovative ICT-based solutions. The CO will use new technologies to mobilize domestic resources and foster social progress and the empowerment of populations and communities in the country’s provinces, with a focus on the furthest left behind;
  • Contribute to putting in place a Programme Management Software (Odoo Platform) which is an interactive project management tool that allows project planning, programming/rescheduling, and monitoring on an ongoing basis, enabling programme officers to clearly define goals and outcomes. This tool will serve as a basis for promoting the agile mindset within the office while nurturing its innovation culture;
  • Provide technical support to launch the online courses produced in the CO: Adolescent and Youth SRH course of the Community of Portuguese Speaking Countries (CPLP), Integrated SRH Package course, and the HIV Prevention among Prisoners online course for Health Providers;
  • Support the CO to scale up and disseminate the following initiatives: Oi Kambas App, SMSJovem /UReport, Safe Delivery App; Innovation Culture Mainstreaming in the CO’s Work: • Contribute to developing the country's innovation framework which will guide innovation mainstreaming;
  • Contribute to identifying partners at the country level to strengthen UNFPA’s positioning within the innovation ecosystem in Angola;
  • Contribute to organizing ideation workshops to identify innovative ideas to accelerate County Programme (CP) outcomes; • Support the CO to identify emerging digital technologies to improve CP operations;
  • Support the Communications/Partnerships/Resource Mobilisation Analyst to provide substantive support to the Representative in identifying risks and opportunities related to specific partnerships and to suggest mitigation measures as relevant;
  • Provide support to the Representative and the Programme and Operations Team to develop and implement locally tailored partnerships and resource mobilisation strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success;
  • Lead the CO initiative of creating digital access points in youth centers in key municipal capitals, facilitating access to relevant information on SRH, MHM, prevention of early and unwanted pregnancies, and prevention of STIs including HIV to adolescents and young people, even those in the most remote areas, using the YouthConnect approach; Strengthening CO and IPs’ Capacity in the Use and Maintenance of Apps/Online Platforms:
  • Provide technical support to the programme team to use the Programme Management Software in order to strengthen staff capacity to become an agile team; • Provide technical support to launch the online courses produced in the CO;
  • Provide technical assistance to the Ministry of Youth and Sports to implement the Oi Kambas App integrated with other online platforms already in use (like the SMS-Jovem);

Required experience

  • 3 years of experience in digital technologies or online platforms for programmatic areas (e.g., education, health, social development);
  • Ability to identify and propose innovative solutions to problems;
  • Prior experience engaging with different stakeholders or entities, such as with the private sector, social enterprises, academia, and the media, is a plus • Fully proficient in Portuguese. Working knowledge of English is required.
  • Be capable of taking initiative and coping under pressure.
  • Solid overall computer literacy, including proficiency in various MS Office applications
  • Be fully proficient in most used social media platforms
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines Excellent skills in photography and video editing.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel
  • Have affinity with or interest in humanitarian relief, volunteerism as a mechanism for durable development, and the UN System.  
  • Special consideration will be given to indigenous people and persons with disabilities
